Ukraine Confirms Highest International Human Rights Status Even Amid War

The Verkhovna Rada of Ukraine supported the 2025 Annual Report of the Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, with 314 votes in favor.

During his address to Parliament, the Ombudsman presented the results of the Office’s work under the conditions of the full-scale war, focusing on the protection of citizens’ rights, Ukraine’s international advocacy efforts, and the systematic strengthening of human rights protection mechanisms.

“All this work exists for one main purpose — the individual,” Dmytro Lubinets emphasized during his speech.

One of the most significant announcements was that in 2026 Ukraine successfully passed the international reaccreditation of its national human rights institution and confirmed its highest international “A” status, granted under the auspices of the United Nations once every five years.

This decision sends an important international signal that even in times of war, Ukraine continues to uphold democratic principles, develop human rights institutions, and strengthen the rule of law.

During his speech, Dmytro Lubinets also stressed that a state’s true democratic nature is determined by its attitude toward human rights and freedoms.

“It is the individual, their life and health, honor and dignity, inviolability and security that constitute the highest social value,” the Ombudsman noted, referring to the Constitution of Ukraine.

The Annual Report covers a wide range of issues — from the protection of prisoners of war and civilians to matters concerning deported Ukrainian children, social protection, veterans’ rights, internally displaced persons, and international cooperation in the field of human rights.

Parliament’s support for the Annual Report became not only a political decision, but also a confirmation of the importance of systematic work in the field of human rights protection in Ukraine.

Today, as the country continues its fight for freedom and independence, the issues of human dignity, security, and justice remain among the key priorities for Ukrainian society and the international community.
