Widespread claims regarding the alleged complete lifting of travel restrictions for women going abroad do not align with current legislation. The government has indeed amended the rules for crossing the state border, but these changes apply only to specific categories of female citizens. This was reported by the Department of Legal Support of the Dnipro City Council on its official Facebook page.
The amendments were approved by the Cabinet of Ministers of Ukraine Resolution No. 623, dated May 15, 2026, which modified the Rules for Crossing the State Border During Martial Law.
From now on, women who work in public authorities, local self-government bodies, or state-owned enterprises are permitted to travel outside Ukraine not only for official business trips but also for private purposes. Previously, significantly stricter restrictions applied to this category of individuals.
At the same time, the new updates do not apply to female military personnel. For women serving in the military, the rules remain unchanged—travel abroad is only possible with the appropriate permission from the military command in accordance with applicable laws.
Special attention should be given to female medical professionals and pharmacists who are registered for military service but are not actively serving. The mere fact of being on the military register is not a valid ground for restricting the right to travel abroad. This position has been repeatedly confirmed by the State Border Guard Service of Ukraine.
In addition, individual restrictions that can be applied to any person regardless of gender remain in effect. This includes, in particular, unfulfilled court decisions, alimony arrears, or other procedural restrictions provided by law.
The presence of an individual travel ban can be verified through the “Personal Account” online service, which displays information regarding restrictions imposed by courts or enforcement authorities. However, the travel rules applied strictly due to martial law cannot be checked via this service.
Thus, the recent changes have expanded travel opportunities only for specific categories of women associated with civil service and the state sector. There are currently no legal grounds to speak of a complete removal of all restrictions for women during martial law.
