President Volodymyr Zelenskyy’s visit to Madrid marked a significant step in strengthening Ukraine’s defense partnership with Europe and signified a transition to a new format of cooperation — from support to joint strategic development.
One of the key outcomes was the announcement of Spain allocating €1 billion in military aid to Ukraine in 2026. Spanish Prime Minister Pedro Sanchez made the corresponding statement during a joint press conference.
However, the main focus of the partnership today is shifting from arms supplies to joint production. This involves a new level of integration where Ukraine’s experience in modern warfare combines with the technological capabilities of European countries.
During the visit, the President of Ukraine visited the defense enterprise Sener Aerospace & Defence, where he familiarized himself with production processes and equipment. It was there that agreements were signed to expand cooperation, including a memorandum on joint production of weapons — drones, ammunition, radars, and other military equipment.
The parties paid special attention to the prospects of long-term support for Ukraine from the European Union, particularly issues of financial aid and defense integration. Also, as part of the visit, an audience was held with King Felipe VI of Spain, during which support for Ukrainian citizens staying in Spain was noted.
In his speech, Pedro Sanchez emphasized that Spain will continue to support Ukraine, underscoring that this war has a clear understanding of causes and responsibility, as well as significance for all of Europe.
Today, such agreements have a much broader context than defense. This is about forming a new security architecture where Ukraine acts not only as a recipient of aid but as an equal partner offering experience, expertise, and innovations.
For the international community, this is also a signal of an approach change: from short-term solutions to systemic cooperation that shapes resilience, development, and security in the long term.
This is a story not only about politics or military support. It is about the power of partnership, leadership responsibility, and a shared vision of the future in which Ukraine holds a key place in the European security system.
