As of early March 2026, Ukraine records over 9.5 million debts in the Unified Register of Debtors. Over the past year, their number increased by 514,360 cases — a 6% growth. The register is constantly updated: proceedings are opened and closed daily, so the figures are dynamic. This is reported by OpenDataBot.
Traffic rules violations remain the leader — over 2 million proceedings (21%). Second place goes to other administrative offenses — 1.93 million cases (20%), not related to road safety.
A significant share also consists of collections in favor of the state: various fines and payments — 1.65 million proceedings (17.3%). Utility debts amount to over 816,000 cases (8.6%).
Meanwhile, the largest category — debts not assigned to any specific category — comprises 2.1 million proceedings (22%). As private executor Andriy Avtorhov explains, this includes, in particular, collections between individuals or legal entities, which currently fall under the “other” category.
Over the year, the biggest increase was observed in special confiscation cases — from 1,049 to 1,709 proceedings (+63%). The number of collections on property specified by enforcement documents also grew by 37% — from 17,173 to 23,548.
The most debts fall on:
- Dnipropetrovsk region — 1,052,990 proceedings (11%)
- Kharkiv region — 675,207 (7%)
- Kyiv — 667,215 (7%)
- Odesa region — 585,193 (6%)
- Donetsk region — 526,300 (6%)
The vast majority of debts in the Register belong to men: 7.1 million proceedings (74%). Women account for 2.44 million cases (26%). It should be noted that one person may have multiple enforcement proceedings.
