The Cabinet of Ministers of Ukraine has approved the procedure for using European Union funds attracted under the Ukraine Support Loan for 2026–2027. The decision enables directing financing toward strengthening the country’s defense-industrial capacity. This was reported by Prime Minister Yulia Svyrydenko.
In particular, the allocated resources will be used to procure weapons, military equipment, and essential supplies for the Armed Forces of Ukraine. At the same time, the funding will not be limited to imports — part of it will be channeled directly into contracts with domestic defense manufacturers, supporting Ukraine’s national industry.
Procurements will also be carried out through international organizations under their procedures, which is expected to accelerate the delivery of critical components and finished defense products to the front line.
The framework also предусматривает the introduction of monitoring, control, audit, and reporting mechanisms in line with European Union standards. This approach is intended to ensure transparency and maximize the efficiency of the funds’ use.
The Ukraine Support Loan agreement was signed and ratified in late May. The total volume of the EU credit instrument amounts to up to €90 billion, of which €60 billion is planned to be allocated to Ukraine’s defense needs.
According to Yulia Svyrydenko, Ukraine expects to receive €28.3 billion in defense support already in 2026 under this program.
